[CALUG] gimp : layers and text boxes

hi,

I have simple line drawing in a layer called background.
I have many names entered using text:
Jim  George Betty  Kelly -- each is in a separate layer.
So I have about 15 layers of text.

The text boxes are non-overlapping on the screen - or I hope they are.
I will have a need to edit each box's text, and sometimes the box size
a little bit. 

Should they remain in separate layers ?
Could they be recombined into one "text layer", each name in some
separate text area ( not layer) which might be separate layer from the
background ?
