Er, um, maybe that's because it's an official, Fedora Spin?  (shrugs shoulders)

Might also have to do with the 8 figures Red Hat spend to fund just
the Sugar-specific development too.

Just never heard any official Fedora release describe as "doesn't run
completely on Ubuntu, some Red Hat magic sauce."
