freeshell.org has a pretty full featured "arpa" linux shell account for 
$35 lifetime (though you can donate more at any time).
You get one email account.
You get one local domain like: yourname.freeshell.org
There would be an additional annual fee for hosting your own domain name.
Arpa account can use perl, php, python...
You get several hundered mb of storage but can "buy" more.
You get ftp, sftp, ssh scp access.
