[CALUG] [Unallocated Space] FWD: This Saturday: Rally Against Mass Surveillance

So I have horrible long-term memory and the question I'm about to ask is
sincere, not sarcastic or argumentative. When in US history have policy,
laws, or practices of security agencies been changes as a direct result of
rallying?
Another sincere question: Even if the NSA publicly backs down on its
snooping efforts, wouldn't it be likely that they would continue (and maybe
even accelerate) existing efforts in private as if nothing ever happened?
(Say they've stopped when they really haven't).
